Information technology's glass ceiling is cracked, but not broken. According to the Bureau of Labor Statistics, 31 percent of computer and information systems managers are women. That means there are simply too many talented women in IT management for the proportion of female CIOs to remain at just 9 percent. And since companies seek CIOs who also have business experience, companies can draw from the many women who are general managers or lead other functions such as finance and operations. Whether they will do so depends less on the availability of qualified women and more on overcoming stereotypes about women as leaders.

Authors: Aasen, B. Produced by: Department for International Development (DFID), UK (2006); Numerous recent evaluations of efforts to institutionalise women and gender equality into development cooperation have concluded that progress has been poor. To identify the reasons why, this paper synthesises the findings of evaluations undertaken by national and international development organisations between 2002 and 2006. The survey discovers that each of the evaluations arrives at very similar conclusions regarding the causes for the lack of progress: the empowerment of women and gender equality have not been given a high priority; insufficient resources have been provided to implement policies and strategies; there has been no systematic reporting of results in this area; information about gender issues and programmes has not been gathered or used effectively to improve outcomes.
